The Prime Minister of Vietnam released the implementation plan for the $15.5 billion Just Energy Transition Partnership (JETP) at COP 28 on Friday. The “Resource Mobilization Plan”, or RMP, contains details about how the country plans to wean itself off of coal. Meanwhile, the government of Vietnam continues to arrest and detain the country’s leading climate experts, raising questions about who will hold the government and financiers accountable for a truly just energy transition.
