MoE Signs Consultancy Agreement to Improve Quality of Literacy, Numeracy Teaching in Schools

Aimed at enhancing literacy and numeracy skills of students in the country, the Ministry of Education (MoE) yesterday signed a consultancy agreement with Centre for British Teachers (CfBT) Education Services (B) Sdn Bhd and its parent organisation Education Development Trust (EDT).
The three-year project is crafted to deliver systematic improvement in the quality of literacy and numeracy teaching in schools using coaches as the key change agents to improve teaching practice.
The project emphasises heavily on a direct classroom impact and in improving teachers' skills in literacy and numeracy teaching across the education system, Dr. Hajah Romaizah binti Haji Mohd Salleh, Permanent Secretary (Core Education) at the MoE, said.
"It is in the national KPI (Key Performance Indicator) for MoE to continue to improve teaching quality. It is our hope that this project will help facilitate our effort in achieving the target," she said at the signing ceremony.
In this project, MoE will be working with the CfBT as a subsidiary company of EDT and during the implementation stage, 60 international coaches in literacy and/or numeracy will be deployed to primary and lower secondary schools, starting September this year.
The inception phase will see five international coaches, two literacy and three numeracy experts.
These international coaches will be working alongside some 100 local coaches among new and existing local teachers to strengthen their literacy and numeracy teaching skills, in hope to raise the literacy and numeracy standards among school children in the country.
In a press release, the MoE said in addition to systematic improvement in the quality of literacy and numeracy teaching, the project will provide expert support for the recruitment, induction, deployment and performance management of international staff including a human resource head and two professional development experts with deep knowledge of literacy and numeracy teaching and learning practices.
Significant support to build capacity at all levels in the design, management and monitoring of math, and literacy reform programmes will also be provided. This will include an explicit knowledge transfer and capacity building plan, including training, mentoring and work shadowing opportunities for MoE officers, human resources personnel, local graduates and local coaches, the ministry added.
Throughout the 36-month project, the ministry will have the support of EDT's international education experts in literacy and numeracy, system reform, coaching methodologies, capacity building and large-scale school improvement.

Signing on behalf of MoE was Dr. Hajah Romaizah, witnessed by Dr. Haji Azman bin Ahmad, Deputy Permanent Secretary (Higher Education), while signing on behalf of CfBT was its Director Haji Sulaiman bin Hail Ahai, witnessed by EDT CEO and also Director of CfBT, Dr. Steve Munby.
Steve Munby said as partners for more than 30 years, they are delighted to work together with the ministry on the project to ensure that tangible and profound improvements in methodology and practice are implemented across Brunei to ensure the Vision 2035 goal that Brunei's education system is placed in the top 10 in the world.
