A desktop exercise, dubbed as 'Shining Shore 2016', was held yesterday, with the Brunei Shell Recreation Club (BSRC) as its base.
Among those involved was the National Oil Spill Contingency Plan Management Committee (NOSCOP MC), Brunei Shell Joint Venture (BSJV) stakeholders, Brunei Gas Carriers (BGC), Brunei LNG (BLNG) and Brunei Shell Petroleum.
Major (Rtd) Alizamri bin Haji Abdul Latif, HSE Advisor to BSP Emergency Response, who also directs the Shining Shore Exercise, informed the scenario, which precedes a live exercise in May.
"A BGC vessel experiences technical failure while docking, and subsequently crashes into the BLNG jetty, causing oil spill and some injuries," said Major (Rtd) Alizamri, adding that such incidents require the response from three BSJV stakeholders.
"It is a requirement by the Shell Global to conduct such exercises every two years, in order to keep up to standards with our emergency response abilities," he said, pointing out that establishing and strengthening networking is also an important part of the exercise.
"We do not expect the involved parties to take time in introducing themselves, but to respond immediately to the incident," said the retired major.
Singapore's Oil Spill Response Centre and Shell Malaysia's Exploration and Production assisted with the instruction and exercise drill.
Also present were government agencies under the District Emergency Operation Centre (DEOC), which acts as the main body overseeing emergency responses in the Belait District.
