His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in a titah emphasizes that the APEC Economic and Technical Cooperation, ECOTECH must remain an important pillar in APEC as the foundation to develop a much stronger institutional capability and establish a pathway towards a sustainable and inclusive growth as well as move forward on meeting the U.N. Sustainable Development Goals and moving towards net-zero emission by 2050. His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam made the titah at the Retreat Session 1 of the 2022 APEC Economic Leaders' Meeting. Accompanying His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam to the session was His Royal Highness Prince 'Abdul Mateen. Session One of the Retreat was held at Queen Sirikit National Convention Center, QSNCC, Bangkok, Thailand.

His Majesty was greeted on arrival at QSNCC by His Excellency Prayut Chan-O-Cha, the Prime Minister of Thailand as Chairman of the 2022 APEC Economic Leaders' Meeting. His Majesty along with other APEC Economic Leaders then proceeded to attend the Retreat Session 1, which carried the theme 'Balanced, Inclusive and Sustainable Growth'. The session began with welcoming remarks by His Excellency the Prime Minister of Thailand. During the Retreat Session, His Majesty and other APEC leaders discussed issues on cooperation and exchanged views on regional and international issues of common concern, as well as on APEC's external relations and its future direction.

During the session, His Majesty delivered a titah, in which His Majesty says that this year's APEC theme, 'Open. Connect. Balance.' is in line with the Putrajaya Vision 2040, in which APEC Economic Leaders envisioned the Asia-Pacific region to achieve strong, balanced, secure, sustainable, and inclusive growth. This illustrates APEC's determination to recover better and stronger in the post-COVID-19 era. His Majesty also states that Brunei Darussalam supported Thailand's leadership on implementing the Bangkok Goals on the Bio-Circular-Green, BCG as an economic business model to meet APEC's sustainability objectives.

In his titah, His Majesty reiterates the importance of cooperation by providing an enabling ecosystem, appropriate market reforms and technology transfers within APEC, as well as joint research in other forums such as through the ASEAN Climate Change Centre to be located in Brunei Darussalam. Session 2 of the Retreat with the theme 'Sustainable Trade and Investment' is scheduled for 19th November at the same venue.
