​His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in a titah says that the signing of the Plan of Action is timely in further strengthening bilateral cooperation and assisting preparations in facing an era of disruption and global uncertainty. His Majesty reflects on His Excellency Pham Minh Chinh, the Prime Minister of the Socialist Republic of Viet Nam and spouse, Madam Le Thi Bich Tran's visit to Brunei Darussalam as testament to the strong diplomatic relations established between both countries since 30 years ago. His Majesty in the titah adds that since the Socialist Republic of Viet Nam became part of the ASEAN family in Bandar Seri Begawan in 1995, it has become one of the fastest growing economic countries in the region. His Majesty the Sultan and Yang Di- Pertuan of Brunei Darussalam made the titah during the Official Luncheon to celebrate His Excellency the Prime Minister of the Socialist Republic of Viet Nam and spouse's two-day Official Visit to the country. Earlier, His Majesty and Her Majesty Duli Raja Isteri Pengiran Anak Hajah Saleha binti Al-Marhum Pengiran Pemancha Pengiran Anak Haji Mohamed Alam received in audience His Excellency the Prime Minister of the Socialist Republic of Viet Nam and spouse. The Audience Ceremony took place at Istana Nurul Iman, 11th February morning.

Prior to the Audience Ceremony, His Majesty and Her Majesty Duli Raja Isteri welcomed His Excellency the Prime Minister of the Socialist Republic of Viet Nam and spouse on arrival at the grounds of Istana Nurul Iman, and subsequently introduced His Excellency and spouse to the members of the Royal Family joining the ceremony.

 Also present was Yang Berhormat Dato Seri Setia Awang Haji Muhammad Juanda bin Haji Abdul Rashid, Minister of Development as Minister-in-Attendance and spouse.
