​To further improve the quality of the higher education sector either in public or private institutions, the Ministry of Education has established the 'Brunei Darussalam Higher Education Quality Assurance Framework', HEQAF. According to Yang Berhormat Datin Seri Setia Doctor Dayang Hajah Romaizah binti Haji Md Salleh, Minister of Education, the framework acts as an instrument to reduce the quality gap between public and private Higher Education Institutions.

The main objective of HEQAF is to ensure that the quality of higher education institutions in the country is equivalent and recognised at the regional level through the use of ASEAN Quality Assurance Framework or AQAF. Such equality will have a positive effect on the country's graduates in terms of providing mobility advantages in higher education or after completing their studies at the institution.
