​His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di- Pertuan of Brunei Darussalam, in a titah urges all citizens and communities in the country to together carry out their respective responsibilities to maintain the prosperity enjoyed, regardless of status, background and the like, to safeguard the country's prosperity guided by Al-Qur'an and Al-Hadith.

His Majesty stated this in the Titah in conjunction with the 1445 Hijrah New Year broadcast nationwide. In the titah, His Majesty consented to the upgrading of the Tithe Collection and Distribution Division, Islamic Religious Council Department as the Department of Tithe, Endowment and Baitulmal Management, Ministry of Religious Affairs. His Majesty in the titah took note that starting Hijrah 1445, the term Majlis Sambutan Awal Tahun Hijrah is replaced with Sambutan Ilal Hijrah for the Hijrah New Year Celebration. The Monarch in his titah says that Ilal Hijrah carries the meaning 'towards migration' which is, the Muslim Ummah moves towards changing or improving a life that is less to one that is better.
