NA Closes 2nd Ordinary Session With The Approval Of 12 Laws, Plans

The 2nd Ordinary Session of the National Assembly’s 8th legislature was announced closed last Friday by President of the assembly Pany Yathortou following discussions made on various issues and the approval of 12 laws and government plans.
The closing ceremony for the 2nd Ordinary Session witnessed the presence of President Bounnhang Vorachit, Prime Minister Thongloun Sisoulith, high-ranking figures, retired people, parliamentarians and invited guests.
The 20-day session, held from Oct 24- Nov 18, saw the approval of amendments to laws on media, the handing of petitions and defence lawyers, investment promotion, livestock production and veterinary matters, public roads, and the government.
A law on the National Assembly and Provincial/Capital People's Councils, a law on monitoring by the National Assembly and Provincial/Capital People’s Councils, a law on state audits, the criminal code, a law on information and communication technology, and a law on chemical management were also approved during the meeting.
The meeting also witnessed the approval of the adjusted targets of the government’s socio-economic development plan 2017-2020, the government’s report on the implementation of the national socio-economic development plan 2015-2016, and targets set for 2017.
The participants of the meeting also approved a report by the State Audit Organisation and that of the Supreme Public Prosecutor’s Office and the report of the National Assembly’s Standing Committee on its performance over the past six months.
Addressing in closing remarks, the president of the National Assembly asked the State Inspection Organisation to continue to encourage budgetary units already inspected to conduct corrective measures against violations of financial regulations and plans so that budgetary management is more rule-based and laws are better enforced.
“The meeting urged that better attention be attached to analyses of causes of violations against financial regulations among budgetary units so that proper corrective measures can be identified and considered for more inspection targets, especially major investment projects and rural development and poverty reduction projects to ensure that these projects are implemented effectively. Consequently, these will help ensure that there are stable sources of income in the future,” said Mrs Pany.
The 2nd Ordinary Session heard reports by Prime Minister Thongloun Sisoulith on the policies and urgent measures needed to address economic and financial difficulties and investment obstacles as well as government efforts in improving the investment and business environment, the promotion of commercial production, governmental restructuring and its addressing of noncompliance with financial regulations.
“The success of the 2nd Ordinary Session of the National Assembly represents the promotion of collective wisdom and the political responsibilities among members of the National Assembly and the early coordination between the government and the National Assembly,” said Mrs Pany.
