Government cabinet and Vientiane Mayor and provincial governors have agreed to turn the Prime Minister’s draft order on the implementation of the socio-economic development plan, financial plan and monetary plan for 2017 into a Prime Minister’s Decree.

The enlarged meeting between the government cabinet and Vientiane Mayor and provincial governors was told yesterday that the upgrading of the legal instrument was to ensure it was in line with the Law on Investment Promotion.

At the meeting, Prime Minister Thongloun assigned the Ministry of Finance to work with relevant ministries and government organisations at central and local levels to evaluate the payment of obligations, revenue collection management, and expenditure plan implementation, and promote the application of modern technology to the revenue collection to ensure the transparency of relevant sectors.

The government has urged relevant sectors to make sure they can pay civil servants’ salary of the last month of 2016 by the end of this year and the payment of civil servants’ salary for the next fiscal year must be made systematically and in line with established rules.

The participants of the meeting reached an agreement to continue implementing the Prime Minister’s Order No. 15 on Enhancing Strictness on the Management and Inspection of Timber Exploitation, Timber Movement and Timber Business.

They asked the Ministry of Industry and Commerce to work with all relevant sectors at central and local levels to attach greater importance to controlling goods prices so that impacts on the living conditions of consumers, especially civil servants and low income families are minimised.

The government has assigned the Ministry of Finance to come up with proper measures to promote thriftiness and anti-extravagant lifestyle in the society, and asked the Ministry of Education and Sports and the Ministry of Information, Culture and Tourism to attach greater importance to the management of restaurants and entrainment venues located in prohibited areas.

The participants of the meeting were reported about the progress in the implementation of the Laos-China Railway project and the Lao-Thai railway project phase II. They expressed their recognition of the importance of the two development projects to the socio-economic development in the country and urged the Ministry of Public Works and Transport to deliberate on the recommendations on the two projects that the participants made at the meeting.
