Partnership Between Public, Private Sector is Pivotal

His Royal Highness Prince Haji Al-Muhtadee Billah ibni His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Crown Prince and Senior Minister at the Prime Minister's Office in a sabda says a cohesive and harmonious working relationship between the public sector and the private sector will result in greater synergies and mutual understanding of each other's strengths and needs.

 

As such, His Royal Highness the Crown Prince who is also the Chairman and Sponsor of the PENGGERAK Steering Committee, stresses that the two sectors must collaborate together to further increase the dynamism and prosperity of the nation. His Royal Highness made the sabda at the Opening Session of the Second Brunei Top 100 Leaders, B100 Programme. The opening session was held at the Prime Minister's Office, Jalan Perdana Menteri.

 

Upon arrival, His Royal Highness the Crown Prince was greeted by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim, Minister at the Prime Minister's Office and Second Minister of Finance as Co-Deputy Chairman of the PENGGERAK Steering Committee, alongside Members of the PENGGERAK Steering Committee, Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Minister of Education; Yang Berhormat Pehin Datu Singamanteri Dato Seri Setia Retired Colonel Doctor Haji Awang Mohammad Yasmin bin Haji Umar, Minister of Energy and Industry at the Prime Minister's Office; Yang Berhormat Dato Seri Setia Awang Haji Bahrin bin Abdullah, Minister of Development; Yang Mulia Dato Paduka Dr Awang Haji Amin Liew bin Abdullah, Deputy Minister of Finance; and Yang Mulia Dato Paduka Awang Haji Mohd Roselan bin Haji Mohd Daud, Deputy Minister at the Prime Minister's Office as Head of PENGGERAK. Also present were Permanent Secretaries and other Senior Government Officials.

 

The recitation of Surah Al-Fatihah and Doa Selamat was led by Pengiran Haji Mohammad Hafizuddin bin Pengiran Haji Bakar, Mosque Affairs Officier.  Dato Paduka Awang Haji Mohd Roselan bin Haji Mohd Daud,  Deputy Minister at the Prime Minister's Office as Head of PENGGERAK in his welcoming remarks said that out of 200 nominations from ministries and private sector, only 100 participants were selected. Also being touched was benefits that will be achieved by the participants.

 

His Royal Highness in his sabda urges all participants to fully use this B100 platform and to have fruitful and constructive discussions; to learn from each other and to build networks within government as well as across the public and private sectors.

 

His Royal Highness in the sabda expressed pleasure at seeing that some graduates from the first B100 programme have played a key role in setting up Delivery Units in their respective ministries to better attain their specific Wawasan Brunei 2035 goals. In view of these positive outcomes, His Royal Highness is confident that all participants will find the program tremendously enriching and useful in building their professional and personal capacity.

 

Leigh Sandal, an international expert in Delivery Associates in his keynote address entitled: "Organizing for Implementation: The Science of Delivery" touched on 16 essential elements to delivery which include reviewing the current state of delivery, evaluating past and present performance, determining reform strategy, solving problems early and vigorously and developing high quality relationship.

 

The B100 programme is a capacity building initiative for public sector officials that aim to inculcate the delivery approach in their role in implementing delivering priorities and key performance indicators of Wawasan Brunei 2035 consistently and effectively in their respective ministries and agencies. It is in line with the His Majesty's Titah to emphasise that any strategies or initiatives must take a delivery approach. The first B100 programme was successfully conducted last year.  This year's programme also involves participants from the private sector.
