The First Meeting of the 13th Session of the Legislative Council continues its deliberation today with the discussion still focussing on the Supply Bill 2017-2018 at the committee level. Yesterday’s session saw various educational issues deliberated under the Ministry of Education's budget allocation for Financial Year 2017-2018.
Among the issues discussed was the query on teacher's workload by Yang Berhormat Dayang Khairunnisa binti Awang Haji Ash'ari. Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, Minister of Education explained that his ministry through the Schools Department has planned work placement for teachers who will complete their Master of Teaching middle of this year and about 124 posts will be filled in April this year, as one of the measures to reduce the teacher's workload. Yang Berhormat Pehin also explained on the guideline of the distribution of the teachers' duties and responsibility.
According to Yang Berhormat Pehin, the distribution of duties and responsibility of teachers in schools is based on two guidelines namely the Teaching Workload Guideline and the Non-teaching Workload Guideline, in which all schools must abide by the distribution of duties in school guidelines. Under the guideline every teachers are required to teach between 28 and 30 periods a week. The total teaching workload include team teaching, pull out and intervention class involving a small number of students. However, in reference to the teaching workload data 2017, the number and percentage of teachers teaching more than 30 periods in a week is still small, that is only 1 point 7 percent or about 107 teachers at primary and secondary government schools are teaching more than 30 periods in a week and they are not given administration duties but only focus on teaching and learning. The teachers' workload situation will be improved as stipulated in the existing guideline. The recruitment of new teachers will reduce the current teachers' workload who has taught more than 30 periods.
