Briefing on the Civil Service New Performance Management System

Based on the analysis of the Performance Appraisal Forms, the performance grades for officers and staff for 2016 show 92.8 percent of 55 thousand 144 civil service staff have been given Grade A and B in the assessment of their performances. This indicates that the level of performance of the Civil Service staff is at the excellence level or at least very good.
However, the Deputy Minister at the Prime Minister's Office stressed that there is still room for improvement in the Civil Service. Dato Paduka Awang Haji Mohd Roselan bin Haji Mohd Daud made the emphasis at a Briefing session on a new Performance Management System for the Civil Service. The new system will be implemented with effect from the 1st of October this year.
Dato Paduka Hj Mohd Roselan said that towards achieving civil service excellence, the performance culture must be inculcated comprehensively in the Civil Service. In other words, such a culture must be strengthened at all levels, the head of department, senior officers and junior staff levels.
On the new civil service performance management system, Dato Paduka Awang Haji Mohd Roselan stressed that more efforts are needed to provide better understanding for the success of the initiative. Training and capacity building activities are also needed to prepare the performance appraisal group of experts who can also act as reference experts for a new appraisal group. Another important factor in the success of any performance appraisal system is the aspect of implementation. Incorrect and inefficient implementation will create an in conducive atmosphere that will have an impact on the staff's commitment towards their work.
Awang Haji Abdul Manap bin Othman, Director General of Civil Service, in his briefing, explained that the updating of the Performance Management System is for all levels of the Civil Service officers and staff. It is a continuous effort of the Prime Minister's Office to further improve the performance-based culture in the Civil Service. Among those present were Permanent Secretaries, Deputy Permanent Secretaries, Heads of Department and Senior Officers from Ministries and Government Departments
