In this regard there are 3 pre-requisites for the sports bodies to achieve objectives outlined by the National Sports Policy. First, the sports bodies sustainability, their professional management, and the ability to increase followers or fans, enthusiasts and sporting elites from among the masses. The Minister added, translated into the sports pyramid philosophy, the number of sports developers on top of the pyramid are few, but the number of people to be transformed into fans, enthusiasts and sporting elites is a big challenge to the sports bodies or associations.

The measures include outreach programmes to school students and others from institutions of higher learning in order to nurture them and get them involved in sports activities. The Government, through the Ministry of Culture, Youth and Sports has provided office space for sports bodies, the appointment of local and foreign coaches, incentive schemes and other measures to facilitate them.
