A Malaysian National, Chieu Vun Thian, a Managing Director of Voon Hua Hardware Company Sdn Bhd pleaded not guilty to two charges under Section 420 read with Section 109 of the Penal Code, Chapter 22 before the Magistrate's Court, Bandar Seri Begawan.
Investigation conducted by the Anti-Corruption Bureau revealed that sometime in September 2008, Chieu Vun Thian engaged in a conspiracy to deceive Brunei Shell Petroleum BSP, with one Muhd Azam Zaki Bin Haji Mohd Zain, whom at that time was working with BSP as a Scheduler at East Operation Department (EOP). In that conspiracy, BSP has been deceived to issue twenty two purchase orders for 22 sets of Master Toolsets Proto 99663 including the Roller Cabinet to Voon Hua Hardware Company Sdn Bhd to supply those toolsets. However, the said company has supplied a different type of toolsets not in accordance with the specifications stated in the purchase order.
By such manner of deception, BSP had approved two payments amounting to 133,000 and 21,000.00 respectively to the said company. Senior Magistrate Haji Nabil Daraina bin Pehin Dato Ustaz Awang Haji Badaruddin fixed 18th May 2017 for further mention date and ordered the defendant to be released on bail amounting to $10,000.00 or 2 local sureties and for the defendant's passport to be impounded. The prosecutor of this case was Deputy Public Prosecutor Hajah Suriana binti Haji Radin of the Attorney General's Chamber.
