Six workers were killed and two were injured at the main dam of Nam Ngiep 1 Hydropower Project (NNP1) in Bolikhan district, Bolikhamxay Province when a high pressurized oxygen cylinder burst at the construction site.
The accident happened on Friday night of 28th July 2017 around 10:00pm when the cylinder burst during the transportation by two workers, killing three workers instantly and an additional three later died in Paksan hospital.
The two injured workers were admitted to Pakxan hospital; one of them has returned to the site camp and the other one is still in the hospital but with stable conditions.
All six workers are Vietnamese nationals and worked for Song Da 5, one of the subcontractors of NNP1 Project.
“This is a tragic accident and I would like to extend our deepest condolences to the deceased families, the contractors, subcontractors and staff of NNP1 Project. It is the most difficult time and saddest day for all of us at NNP1PC,” said Mr. Yoshihiro Yamabayashi, the Managing Director of Nam Ngiep 1 Power Company (NNP1PC).
“Safety is our first priority and once again I remind the issue to everyone in NNP1PC, our contractors and subcontractors especially in such a difficult time. The cause of the accident is under investigation by the Provincial police. The civil construction works in the area have been suspended until the situation returns to normal,” he added.
A funeral was held on the Saturday morning and attended by the Governor of Bolikhamxay Province, NNP1PC management and contractors. The remains were returned to their families and the accident was reported to the government, shareholders and related stakeholders.
NNP1 is a hydropower project with installed capacity of 290 megawatt which is under construction in the Bolikhamxay and Xaysomboun Provinces.
The project consists of the construction of two dams and two powerhouses along the Ngiep River in Bolikhamxay Province, the Lao PDR.
The construction of the re-regulation dam was completed. The overall progress of the project is more than 70% completed as of the end of June 2017 and is expected to be 90% completed by value by the end of 2017; substantial early completion of the construction of the project is expected to be by August 2018.
The project expects to begin to generate electricity in late 2018 or early 2019 and approximately 95% of this power will be exported to Thailand, the remainder being used for domestic consumption.
