BIR changing security features of cigarette tax stamp to detect fakes

PHILIPPINE
The Bureau of Internal Revenue (BIR) is changing the security features of cigarette tax stamp to easily detect the use of counterfeit ones.
In signing Revenue Regulations No. 6-2017, BIR Commissioner Caesar R. Dulay said that starting Sept. 1, 2018, all imported and locally manufactured cigarettes in the market must have the new stamp.
The new revenue stamp comes in five different color designs affixed on cigarette products packed by machines or hand.
It has Internal Revenue Stamp Integrated System (IRSIS) carrying unique identifier code and quick reference code containing information pertinent only to the cigarette container.
The stamps may be ordered by cigarette importer or manufacturer in banderols or precut sheets according to the machine requirements from the printer, APO Production Unit at 15 centavos per piece.
The local manufacturers or importers are required to affix the stamp before the withdrawal or removal of the products at warehouses for distribution.
The BIR collects P30 for cigarettes packed in 20s and beginning next year the specific tax rate shall be increased by four percent and every year thereafter.
