Brunei Darussalam is committed in implementing various efforts and initiatives so that children in the country will be able to live in peaceful, harmony and conducive to achieve their respective potential. In making the commitment a reality, the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, through a Special committee under the Social Issue National Council has drafted an Action Plan, specifically issues pertaining to children based on the Children Rights Convention. The implementation of the Action Plan is through the 'Whole of Nation' approach, at the same time to ensure concerted efforts by all stakeholders in the children's affairs including grassroots parties and non-government organisations.
Yang Berhormat Pehin Datu Lailaraja Retired Major General Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Culture, Youth and Sports highlighted the matters in his statement in conjunction with the World Children's Day which is celebrated every 20th November. The main objective of the celebration is to celebrate the children and focus on their rights as stipulated under the Children Rights Convention.
According to Yang Berhormat, children comprises more than one fourth of the world's population. Therefore, their welfare, development and well-being should be emphasised and given full attention as an optimum growth children will become community members who can make a positive contribution and uphold towards the realisation of Wawasan Brunei 20-35.
Yang Berhormat also shared that his ministry through the Community Development Department, JAPEM, always received case on uncontrollable children, be it reports lodged or brought forward by their own parents or guardians and other agencies. JAPEM found that most of the involving children are from family who give them less attention. In result, the children will be bored at home and find entertainment outside. There are also cases involving parents or guardian setting a bad example or failed to guide their children. This has lead the children to be involve in negative activities, wild behaviour and difficult to be control.
In this matter, Yang Berhormat underlined that Article 5 of Convention on the rights of the child need to be executed to reduce issue on children who are difficult to be control. The article also underlined that children have their right, so parents and guardians have to carry out their obligation in protecting and guiding them, as well as be involve in their life and development.
The Minister of Culture, Youths and Sports called upon parents and guardians to pay due attention on all aspects of the welfare and well-being of their children. Yang Berhormat added love and attention are the two easiest things that can be given but however it has always been forgotten and neglected. Family relations have two elements in creating a healthy and harmonious relations between parents and children.
