24th Civil Service Day Celebration


.The climax of this year's Civil Service Day celebration was His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam presenting the Excellent Civil Service Employee Award, APCPA and the Quality Control Circle, KKC Award. Also gracing the event were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office; His Royal Highness Prince 'Abdul Malik; and Her Royal Highness Princess Hajah Masna, Ambassador At-Large at the Ministry of Foreign Affairs and Trade.

The climax of this year's Civil Service Day celebration was His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam presenting the Excellent Civil Service Employee Award, APCPA and the Quality Control Circle, KKC Award. The ceremony took place at the International Convention Centre in Berakas.

 

Upon arrival, His Majesty was greeted by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim, the Minister at the Prime Minister's Office and Second Minister of Finance; Dato Paduka Awang Haji Jamain bin Haji Julaihi, Deputy Minister (energy) and Industry at the Prime Minister's Office, Dato Seri Paduka Awang Haji Hamdan bin Haji Abu Bakar, the Deputy Minister at the Prime Minister's Office; Dato Seri Paduka Awang Haji Mohd Roselan bin Hj Mohd Daud, the Deputy Minister at the Prime Minister's Office as the Co-Advisers of the 24th Civil Service Day Celebration Executive Committee and Awang Haji Nazmi bin Haji Mohamad, the Permanent Secretary (Corporate Affairs and Public Administration) at the Prime Minister's Office who is the Chairman of the Celebration's Executive Committee.

 

Also gracing the event were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office; His Royal Highness Prince 'Abdul Malik; and Her Royal Highness Princess Hajah Masna, Ambassador At-Large at the Ministry of Foreign Affairs and Trade.

 

The event commenced with the reading of Surah Al-Fatihah led by Yang Berhormat Pehin Datu Seri Maharaja Dato Paduka Seri Setia Doctor Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti dedicated to His Majesty's late father, Al-Marhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien and the departed government officers and staffs.

 

The reading of Surah Al-Anfal from Al-Quran was presented by Awang Zulkifli bin Haji Murat, a Mosque Affairs Officer.  Among other things the verse stresses that members of the Civil Service should practise teamwork, committed and motivated to achieve the 21st Century Civil Service Vision and to ensure the country's Civil Service continue to develop in the Islamic mould within a healthy and secure environment.

 

In the welcoming address, Awang Haji Nazmi bin Haji Mohamad, the Permanent Secretary at the Prime Minister's Office as the Chairman of the 24th Civil Service Day Celebration Executive Committee, touched on the theme of this year's celebration, which stresses the importance of government agencies' role in providing a positive ecosystem in ensuring the best service for all citizens and residents of Brunei Darussalam.

 

Adhering to the theme, 'Transformation towards a Progressive Civil Service', members of the Civil Service should always be proactive in implementing government policies and more concerned or sensitive to the needs of the community.  Members of the Civil Service are also reminded to always be proactive in fulfilling the demands and needs of the public because they are the 'real stakeholders' of the Civil Service.

 

A special talk entitled 'Etika Kerja Perkhidmatan Awam Berasaskan Falsafah Negara Zikir' was delivered by Dato Seri Setia Doktor Awang Haji Japar bin Haji Mat Dain @ Maidin, the Deputy State Mufti. The special talk among other things touched on matters related to work ethics that are inline the goal of a Zikir Nation, which much be practised by all civil servants.  These include making integrity a work culture because it is the main foundation towards achieving the Wawasan Negara and creating a transparent, accountable, fair and just service.

 

The highlight of the celebration was the presentation of the Excellent Civil Service Employee Award, APCPA and the Quality Control Circle, KKC Award 2017. 41 officers and staff from Divisions 2, 3, 4 and 5 from each ministry received the Excellent Civil Service Employee Award. They were selected on the basis of excellent performance, good personality and providing work quality and productivity which often beyond the call and responsibility of duty.  Each recipient received a plaque, a certificate of appreciation and one thousand dollars.

 

For the Quality Control Circle, QCC Award, first place was won by 3GS Group from the Survey Department, Ministry of Development, with its project of 'Difficulties in Handling Computer Equipment'. The winner received a cash prize of SIX thousand dollars, a trophy and a certificate of participation. The project on the 'Increase in peat fires during the hot season in Mukim Seria', put forward by the LifeSaver995 group from the Fire and Rescue Department, Ministry of Home Affairs won second place. The group received a cash prize of four thousand dollars, a trophy and a certificate of participation. Meanwhile, the Muakad group from the Survey Department, Ministry of Development was in third place with its project of 'Rectified Skew Orthomorphic, RSO maps which do not meet customer demands'. The group received a cash prize of two thousand dollars, a trophy and a certificate of participation.

 

Doa Selamat was read by the State Mufti. The Civil Service Day is celebrated on every 29th of September. The celebration represents a landmark for unity and a support for all levels of staff in the civil service to always move forward in order to become more productive, efficient, innovative and dynamic.

 

To realise Wawasan Brunei 2035, members of the Civil Service should be prepared to change their way of thinking from the old way to one which is progressive, positive and constructive in line with progress as well as current and future demands. This conforms to the role of the Civil Service as the main core for the progress of a nation. In efforts to implement transformation towards a progressive Civil Service, members of the Civil Service are reminded not to neglect the aspects of faith and morality in order to achieve the aspiration to become Baldatun Tayyibatun Wa Rabbun Ghafur or a Good nation, blessed by Allah the Most Forgiving.
