Issues pertaining to studies on the civil service salary scale was also raised in Questions that have been given notice. Underscoring a number of initiatives introduced since 1987 on the salary of civil servants which has directly increased the income of officers and staff in the civil service, Yang Berhormat Dato Seri Paduka Dr. Awang Haji Mohd Amin Liew bin Abdullah, the Second Minister of Finance, responded to the issue voiced by Yang Berhormat Awang Naim bin Haji Kamis.
The Second Minister of Finance said the overall increase of the civil service salary scale will further widen the salary and facilities differential gap between the civil servants and private sector employees. The gap between the salary and high allowances between the public and private sectors will affect the government's efforts to expand the private sector as locals will be more attracted to employment in the public sector. Yang Berhormat also shared a number of government initiatives to narrow the gap namely, the Employees Trust Fund, TAP, whereby TAP members from both sectors who contribute towards the scheme by fulfilling the stipulated conditions, can obtain housing financial assistance of 25 thousand dollars, with a minimum deposit returns rate of 3 percent annually. Another example is tertiary education allowance at local higher education intuitions offered to the children of TAP members to assist them in enhancing their capacities.
