AHTC Yet to Hand in Financial Documents to New Town Council

While waiting for the final portion of sinking funds to be transferred to Pasir Ris-Punggol Town Council (PRPTC), its chairman Zainal Sapari said it is also still waiting for the financial documents it had asked from Aljunied-Hougang Town Council (AHTC).
In April, PRPTC requested that supporting documents relating to billing and receipts be handed over for an independent review.
Notwithstanding a reply from AHTC, Mr Zainal said PRPTC has yet to receive “any of the requested documents”.
Yesterday, during a Workers’ Party walkabout in Eunos, AHTC chairman Pritam Singh was reported as reiterating that the final portion of sinking funds would be transferred upon completion of the audit of Punggol East constituency’s accounts.
Mr Singh could not be reached when TODAY contacted him yesterday.
Reports stated that he did not give an estimated date of when the audit could be completed, only that it should take not longer than 20 months from last year’s General Election, when the WP lost in Punggol East, for the funds to be transferred.
So far, AHTC has transferred S$20 million in sinking funds to PRPTC.
In December, Mr Zainal said his team had proposed to hold a joint review with AHTC, but the proposal was rejected by AHTC in March.
His team then appointed PricewaterhouseCoopers (PwC) to be its accountant, while AHTC appointed KPMG.
Last week, PRPTC said that AHTC’s explanation that it wishes to focus on KPMG’s work made “no sense because all it needs to do is to give a simple written authorisation to KPMG to share the documents with PwC”.
Stressing that it is important to get things done “as soon as possible”, Mr Zainal said: “For now, our biggest priority is for AHTC to let us have access to documents so our accountants can start work (independently) to verify if we have received the amount due to us.
“This is so we can work to protect the residents of Punggol East.”
