Muharram is the first month in the Islamic calendar, and it marks the return of Haj pilgrims after completing their pilgrimage. The matter was highlighted during a religious talk on Hijrah New Year 1444 Celebration for the Ministry of Development and Departments under it.

In attendance was Yang Berhormat Dato Seri Setia Awang Haji Muhammad Juanda bin Haji Abdul Rashid, Minister of Development. Titled "Menjana Insan Bertaqwa Dan Berintegriti Melalui Penghayatan Peristiwa Hijrah Rasulullah Shallallahu 'Alaihi  Wasallam", the talk was delivered by Doctor Awang  Haji Noralizam bin Haji Aliakbar, Dean of Syariah Faculty at Seri Begawan Religious Teachers University College. The ceremony ran concurrently with a Doa Selamat Ceremony for the safe return of the officers and staff from Haj.
