Prime Minister Phạm Minh Chính yesterday chaired a national virtual conference to review six months of implementing a project on the application of a population database, e-identification, and e-authentication.

Addressing the event that gathered more than 130,700 delegates nationwide, Chính, also Chairman of the National Steering Committee on Digital Transformation, said the project aims to improve public services to better serve people through a digital environment.

He added that the difficult and far-reaching work requires great concentration, determination, and efforts coupled with drastic actions.

He said administrative reform, improvement of human resources in digitalisation and accelerating national digital transformation are among the priorities.

He noted that all reforms are in the interests of citizens and businesses and they are the motivation behind digital transformation.

He noted that the national database on population should be connected and shared with the databases of ministries, agencies and localities.

The PM also stressed the importance of information security and safety as well as the protection of private information.

This year, the old and new versions of citizen IDs will be integrated, enabling the e-identification of all citizens.

The data between the national population and tax databases will be connected, while personal paper documents, including health insurance cards, driving licences, employment details and vaccination certificates, will be integrated into the citizen IDs and the e-identification app VNEID. By the end of 2022, e-authentication will be used for all information provided on the citizen IDs and VNEID.

By 2023, the e-identification and e-authentication system will be upgraded, completed and applied in e-transactions serving socio-economic development.

By 2025, e-identification and e-authentication are expected to be applied to all people conducting administrative procedures at one-stop-shop offices at all levels.

Việt Nam's digital transformation is based on three key pillars – digital government, digital economy, and digital society.

It is one of the first countries in the world to launch a National Digital Transformation programme with far-reaching goals like having 80 per cent of level 4 online public services – allowing users to make online fee payments provided via different means including smartphones; and 90 per cent of dossiers at the ministerial and provincial levels and 80 per cent of those at the district level handled online by 2025.

The country sets the target to be among the top 50 countries in the United Nations’ E-Government Development Index and in the top 30 in innovation and cybersecurity. It targets the digital economy to account for 20 per cent of Việt Nam’s GDP by 2025.— VNS
