​His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in a titah expresses hope for the National Service Programme, PKBN, to be further improved through added value towards a more holistic and inclusive programme. His Majesty in the titah says the PKBN also will be able to train more youth such as involving higher education institution graduates.

In the titah at the Passing Out Parade Ceremony for the 12th PKBN intake at the PKBN Batu Apoi Training Camp in Temburong District, 9th March morning, His Majesty began the titah by expressing gratitude to Allah Subhanahu Wata'ala, for being able to attend and witness the Passing Out Parade Ceremony for the 12th PKBN intake.
