The Ministry of Development, meanwhile, has also implemented several initiatives to address issues involving arrears in housing, land taxes and water bills, which have all increased. Yang Berhormat said that the issue of revenue collection and arrears from the National Housing Scheme have increased from 25 million to 31 million dollars at present.

Up until 31st December 2016, arrears from land taxes have increased from 3 million last year to 9 million dollars, while arrears resulting from water payments have increased from 33 to 39 million dollars. In its effort to improve cash flow management including addressing the overall issue of revenue collection and outstanding payments, Yang Berhormat said the ministry has taken a number of initiatives, among them is strengthening collection efforts such as payment through salary deduction for civil servants or guarantors, pension deduction for retirees and the withdrawal of funds from the Employees Trust Fund. These measures are used to increase revenue collection and reduce the amount of arrears. Yang Berhormat added that other measures include online payment methods through LARIS for land charges and taxes.
