The afternoon session also debated the Proposed Budget of the Prime Minister's Office and Departments under it for the financial year 2018/2019, which is More Than Five Hundred Million Dollars. Presenting the proposal, Yang Berhormat Dato Seri Paduka Haji Awang Abdul Mokti bin Haji Mohd Daud, Minister At The Prime Minister's Office highlighted the philosophy "Biar Cengkik Jangan Putus" literaly meaning "Let It be Tightened But Not Broken", and said the practice will be prudence and austerity in spending. Yang Berhormat explained, taking challenges into account, the ministry requires the 'Whole of Nation' approach and will ensure the stakeholders implement collective and united efforts and actions. In line with the interests of the country and the community, the Prime Minister's Office has planned the budget proposal for the Financial Year 2018/2019 based on five principles.

Yang Berhormat Pehin first touched on the measure "Towards Civil Service Excellence," saying it gives priority to the efficacy of the government as aspired by Wawasan Brunei 2035.  One of the main foci is enhancing leadership excellence with several initiatives already implemented such as assessment of the Key Performance Indicator in delivering services especially for increasing an organisation's productivity and at the same time giving a positive effect in improving an individual's productivity.

Second; Supporting the Aspiration to Increase Productivity and Prudent Spending which will contribute to economic growth.  Various programmes and efforts will be continued either at the Ministerial level or departments under them.  Increased productivity should also be generated in the public and private sectors by improving the education of current technology users and investing in development research.

Third; Continuous Improvement and Implementation of Policies and Regulations. The Prime Minister's Office will always strive to consolidate governance to ensure the country's administrative machinery will always be effective and have integrity. Laws and regulations will be enforced efficiently and justly so they are obeyed and their integrity maintained. 

Fourth; Strengthening Confidence In The Government Of His Majesty Sultan And Yang Di-Pertuan Of Brunei Darussalam And Its Policies by disseminating information on government initiatives and events including the leadership's involvement in the international arena. The dissemination of information is implemented through several channels to all levels of the community so that they understand and appreciate every government action is solely for the benefit of the country's citizens and residents.

Fifth; Uphold the Security of the Community and Country through the "Whole of Nation" approach. All stakeholders comprising government and private enforcement agencies should continue to act in producing a strategy to safeguard political stability and defend the sovereignty of the country as well as consolidate the country's defence and diplomatic capabilities and its preparedness in handling security threats.
