The Minister of Culture, Youth and Sports and the Minister of Health also explained on volunteerism at the national level so that it can be carried out in the health and education sectors by using the National Service, PKBN model.

The Minister of Culture, Youth and Sports said the ministry is currently working together with youth associations in implementing volunteer activities which are divided into 9 clusters. More than six thousand volunteers in various fields have registered with the ministry in 2016. The clusters include education and health. Although the figure is high, what is more important is for the youths to continue to be active and committed in voluntary works. For the education cluster, youth award recipients during the 12th National Youth Day in 2017 is more focused on this field. Meanwhile in the health cluster, there are a number of volunteer youth associations that provides services in this area, such as the Humanitarian Emergency At Response Team, HEART and the Red Crescent Association, which frequently assists and collaborates with the Ministry of Health in providing 'First Aid' during major national events.

Yang Berhormat Dato Paduka Dr Haji Mohd Isham bin Jaafar, Minister of Health, in response said that the process of recruiting volunteers should be made through a formal mechanism according to procedures agreed upon by the Ministry of Health as well as any relevant parties. The formal mechanism meant is to take into account vital matters especially in ensuring that confidentiality issues as well as patient's safety is protected.  Volunteers should undergo a screening process as well as appropriate training to avoid risk exposure to patients from the health or physical aspects for example the infection risks, fall prevention and others, especially when it involves children and special needs patients.
