Prior to deliberating the budget proposal of the Ministry of Education and its departments for the Financial Year 2018/2019, the council has approved the Ministry of Home Affairs' budget of over 148 million dollars. Meanwhile the proposed budget for the Ministry of Education is over 695 million dollars. While deliberating the budget proposal, Yang Berhormat Dato Paduka Awang Haji Hamzah bin Haji Sulaiman, Minister of Education shared on the ministry's budget focus through the implementation of several strategies towards enhancing education quality at all levels. This covers primary, secondary, post-secondary, technical and vocational education as well as higher education.

First is the education strategy at primary and secondary levels by implementing the primary and secondary education initiatives. The second strategy is to enhance the teacher's skills and the leadership capabilities of principals and headmasters. This strategy emphasises on 4 matters for the 2018/2019 namely: Further solidifying school leaders' quality through the implementation of Brunei Darussalam School Leadership Standard, where the planning and monitoring process on the need for leader's capacity building can be carried out; Improve teaching and learning quality towards 21st century skills development; Implement the School-Home Link Programme between parents and schools to assist the school in monitoring the student's learning progress at home with the parents or guardian's cooperation; and Provide a system that supports the departments under the Ministry of Education. The third strategy which is currently ongoing, is to improve the student's literacy and numeracy through the literacy and numeracy guidance programme by bringing in international coaches.
