​The Brunei Islamic Religious Council has conducted a study and identified the asnaf or groups who are eligible to receive the zakat or tithe money.  Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin Bin Pengarah Dato Paduka Haji Awang Othman, the Minister of Religious Affairs made the clarification in response to query by Yang Berhormat Dayang Siti Rozaimeriyanty binti Dato Seri Laila Jasa Awang Haji Abdul Rahman on the plan to bring such group out of poverty following the increasing number of aid programmes in the country. 

Yang Berhormat Pehin said the context of improvement is how to free them from poverty.  It is through the management of zakat or tithe, including building their capacity which has been mentioned since 2006, 2007 as PROPAZ which is the Tithe Recipient Capacity Building Programme.  But for how long asked the Minister of Religious Affairs, because looking at developed nations, near and far, the more developed a country is, the higher the standard of living.  So in this case the country intervenes so that the people are not neglected.  Investigations, studies and most importantly, the role of the grassroots leaders, not just Ketua Kampung or Penghulu but social workers too.  Yang Berhormat Pehin called on the social workers to cooperate with related agencies to help the zakat recipients.
