In conjunction with His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's working visit to Dubai, United Arab Emirates, His Majesty's Government signed a Memorandum of Understanding with the Government of the United Arab Emirates which is the 'Memorandum of Understanding on the Recognition of Certificate issued under the Provisions of the International Convention on Standards of Training, Certification and Watch Keeping for Seafarers, 1978 as Amended'.

The Memorandum of Understanding is an effort to expand and develop the maritime industry of Brunei Darussalam in terms of human resources. Signing on behalf of His Majesty's Government was Yang Berhormat Dato Seri Setia Doctor Awang Haji Mohd. Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Second Minister of Finance and Economy; while the Government of the United Arab Emirates was represented by His Excellency Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure of the United Arab Emirates.
