Issues On The Paddy Planting Culture And The Implementation Of Capacity Building

Yang Berhormat Members from among Persons Who Have Achieved Distinction, in their adjournment speeches touched on various issues including the paddy planting culture and the implementation of capacity building.
In his adjournment speech, Yang Berhormat Awang Haji Umarali bin Esung said paddy planting should be continued so that the succeeding generations could carry on the tradition. It started with the traditional paddy planters who were succeeded by the young generation or youths who use systematic and modern paddy planting methods. These are youths with entrepreneurship spirit and are the succeeding generation. At the same time, exploring or pioneering new paddy products should be undertaken as added value to the paddy or rice industry in Brunei Darussalam.
Yang Berhormat Awang haji Abdul Hamid alias Sabli said the establishment of Bank Usahawan is hoped to help more entrepreneurs, especially youths to engage in the field of entrepreneurship and provide employment to locals. It is also hoped Bank Usahawan would really assist local entrepreneurs, guide and teach them to become successful entrepreneurs.
Meanwhile Yang Berhormat Awang Ong Tiong Ohi highlighted the government's efforts to improve the efficiency of the Civil Service to better facilitate dealings between the public and the government. Various efforts have been implemented by the government, among them the E-government system launched through Info-communications Technology or ICT. He said it is hoped using and adapting ICT will continue and also emphasis on the public environment. Yang Berhormat also proposed that internet speed and hardware system are upgraded to enhance the efficacy of the service.
On the PPP method, Yang Berhormat Dayang Siti Rozaimeriyanty binti Dato Seri Lailsa Jasa Awang Haji Abdul Rahman said the system still requires attention especially the review of existing conditions and criteria before they are offered to the private sector. If the method was reviewed, it could attract the private sector to make investments and indirectly generate revenue for the government.
Yang Berhormat Dayang Nik Hafimi binti Abdul Haadii highlighted that the implementation of human capacity building through the existing schemes such as the i-ready, Capacity Building Centre, Industry Competency Framework have shown positive early results and required full support from the private sector to enable graduates and youths to grab the opportunities and open their minds to achieve their potential as proposed. There is also possibility that as part of leadership development, an Internship Scheme could be organised within the affiliation of the MPK to implement youth leadership or Youth Lead.
Yang Berhormat Dayang Khairunnisa binti Awang Haji Ash'ari said the country should upgrade tourism not only through natural resources, culture and Islamic tourism but also other sectors which can contribute to tourism such as medical tourism and those which attract international private students to come to Brunei. This is where IT and infrastructure play a very vital role in providing information to share and activities can be held properly.
Meanwhile, Yang Berhormat Awang Iswandy bin Ahmad said among the major changes which could be made together are
1. Promoting Social Enterprise.
2. Adapting the 4.0 Industrial Revolution.
3. Reducing the Country's Carbon Emissions.
4. Building the capacity of locals in entrepreneurship, education and skills.
5. Paying due attention to mental and reproductive health
6. Reviving the National Youth Congress
7. Improving the public transport system
