13th AMMDM and 14th COP to the AADMER

Brunei Darussalam remains committed in strengthening the disaster management system as a whole through the Whole-of-Government and Whole-of Nation approaches. This includes coordinating policies, and implementing national efforts with regional and global frameworks such as the ASEAN Agreement on Disaster Management and Emergency Response (AADMER), and the Sendai Framework for Disaster Risk Reduction to realise the Sustainable Development Goals. This was stressed by the Minister of Home Affairs while heading the Brunei delegation to attend the 13th ASEAN Ministerial Meeting on Disaster Management, AMMDM, 14th Conference of Parties of the AADMER, and Other Related Meetings with ASEAN Dialogue Partners namely the People's Republic of China, Japan, and Republic of Korea that was held recently in Phnom Penh, Cambodia.

 

Yang Berhormat Dato Seri Setia Awang Haji Ahmaddin bin Haji Abdul Rahman also shared several significant developments achieved by the country in disaster management. Also underlined was the ASEAN Disaster Management and Emergency Relief (ADMER) Fund as financial support for the success of the AADMER 2026-2030 Work Programme implementation.

 

There was also emphasis for several ASEAN strategic priorities in strengthening regional disaster resilience, in addition to supporting the enhancement of ADMER Fund. Calls were also made for ASEAN collaboration with dialogue partners to be structured more systematically. During the meeting, the ministers adopted the ASEAN Ministerial Statement on the 20 Years of the AADMER.

 

Apart from that, the meeting also highlighted and refined the role of the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) and the main principle of 'One ASEAN, One Response.' With the theme '20 Years of the AADMER: ASEAN Vision for Global Leadership in Disaster Resilience', the meeting was a regional instrument in strengthening collaboration, preparedness and disaster response in the ASEAN region.

 

The Minister of Home Affairs and Ministers of ASEAN Member States Responsible for Disaster Management also made a goodwill visit to His Excellency Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia at the Peace Palace. Yang Berhormat represented the Ministers of ASEAN Member States in delivering the latest development of AMMDM's activities as well as major initiatives, as well as the vital role of the AHA Centre in channeling humanitarian support, as well as its function as the operational engine of AADMER. Also shared was the strategic direction set when Brunei Darussalam chaired the AMMDM in 2024.
