46th General Assembly of the ASEAN Inter-Parliamentary Assembly

The Legislative Council delegation attended the 46th General Assembly of the ASEAN Inter-Parliamentary Assembly, AIPA, held from the 16th to 22nd of September in Kuala Lumpur, Malaysia. The Brunei Darussalam delegation was led by Yang Berhormat Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib, Speaker of the Legislative Council. In a titah, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam stresses the importance of this year's theme of the Assembly, 'Parliament at the Forefront for Inclusive Growth and Sustainable ASEAN', which is very timely as it reflects the collective aspirations and the vital role of Parliaments in charting the course of ASEAN's future. His Majesty also stresses the importance of aligning policies and foster inclusiveness so that ASEAN can accelerate progress towards sustainability while leaving no one behind. His Majesty also highlights that Parliaments play a crucial role by shaping the landscape of policies and laws that drive social progress, economic equity and environmental sustainability, while strengthening inter-parliamentary diplomacy to deepen regional cooperation and trust. His Majesty further expresses his confidence that AIPA will continue to be an important pillar in ASEAN, with Parliaments playing a key role in shaping a more resilient, inclusive and sustainable ASEAN region for the well-being of the people and future generations.

 

In the State statement at the First Plenary Session, the Speaker of the Legislative Council emphasized that the parliament, as the voice of the people, plays an important role in supporting the direction of ASEAN through its legislative, oversight and representation functions, including ensuring that regional growth remains inclusive and benefits all levels of society, especially the vulnerable. Yang Berhormat stressed that sustainable growth must encompass aspects of economic development, environmental protection, social harmony and good governance.

 

Yang Berhormat highlighted the importance of providing greater opportunities for youth, women, persons with disabilities and marginalized communities to participate in the development process. Yang Berhormat also welcomed discussions on issues of great importance to the development of the ASEAN Community including the empowerment of women and youth, climate change, digital inclusion and inclusive economic growth which are priority areas for Brunei Darussalam and will continue to be supported together with the AIPA Member Parliaments and partners towards achieving a more inclusive, peaceful and prosperous ASEAN.

 

Meanwhile, Yang Amat Berhormat Dato' Seri Anwar Ibrahim, Prime Minister of Malaysia, in his opening speech, emphasized the role of Parliament as an institution that ensures accountability and voices the aspirations of the people. Yang Amat Berhormat also called for AIPA to play a more active role through programmes and initiatives that provide tangible benefits to the people, and emphasized that ASEAN's centrality must continue to be preserved by rejecting corruption, avoiding abuse of power and ensuring inclusive and sustainable economic growth.

 

Meanwhile, Yang Berhormat Tan Sri Dato' Doctor Johari bin Abdul, Speaker of the House of Representatives of the Parliament of Malaysia and President of AIPA, in his keynote address, emphasized the role of Parliament in supporting ASEAN integration through the process of reviewing and drafting laws. Towards the ASEAN Community Vision 2045, Yang Berhormat called for strengthening AIPA's relations with ASEAN institutions and external partners as well as expanding the involvement of youth and women in the role of Parliament.

 

The AIPA General Assembly included with several events such including committee meetings, dialogue sessions and plenary sessions. The national delegation was led by the Speaker of the Legislative Council. Also participating was Datin Paduka Doctor Dayang Hajah Huraini binti Pehin Orang Kaya Setia Jaya Dato Paduka Haji Hurairah, the Clerk of the Legislative Council.
