Attorney General attends legal advisors forum in Singapore

SINGAPORE – Attorney General Datin Seri Paduka Dayang Hajah Nor Hashimah binti Haji Muhammed Taib attended the Chief Legal Advisors Forum 2026 (CLAF 2026), which brought together chief legal advisors and senior government legal officials from 39 jurisdictions to discuss developments in international investment dispute settlement. 

Held from August 26 to 27 at Shangri-La Singapore, the forum carried the theme “States and Investment Disputes – What Lies Ahead”. Participants exchanged views on contemporary developments in the Investor-State Dispute Settlement (ISDS) mechanism and ongoing international efforts to reform the system. 

Discussions covered fairness, consistency and legitimacy in investor-State arbitration, as well as the experiences and evolving approaches of states towards ISDS.

Participants also examined new approaches and opportunities arising from the proposed Multilateral Investment Tribunal (MIT), which is being considered by Working Group III of the United Nations Commission on International Trade Law (UNCITRAL). 

The Attorney General participated in the Heads of Delegation Roundtable, where delegates exchanged perspectives on current ISDS challenges and reform efforts.

The roundtable also discussed the characteristics of an effective MIT, the importance of inclusiveness in dispute resolution and broad-based participation in the reform process. 

Brunei Darussalam’s participation provided an opportunity to keep abreast of developments in international investment dispute settlement while exchanging views and experiences with other participating states. 

The Attorney General was accompanied by senior officers from the Attorney General’s Chambers of Brunei Darussalam. 

CLAF 2026 was jointly hosted by Singapore’s Ministry of Law and Attorney-General’s Chambers. The forum builds on the inaugural edition held in Singapore in 2024, which brought together attorneys-general and high-level government legal advisors from more than 20 jurisdictions to discuss trends and challenges in ISDS.
