Civil service personnel key driving force for transformation

The 2026 Civil Service Day Celebration marks the beginning of a new three-year theme, ‘Upholding Leadership and the Sovereignty of the Monarch: Driving a Transformative Civil Service’, aimed at driving change, innovation, and continuous improvement in public service delivery.

Minister at the Prime Minister’s Office (Civil Service Governance) Dato Seri Setia Awang Haji Nazmi bin Awang Haji Mohamad said the theme honours the leadership and sovereignty of the Monarch, which have long formed the cornerstone of national strength and the foundation for reinforcing civil service values.

He added that the theme serves as a vital catalyst for delivering people-focused services that benefit all segments of society.

Over the past year, the civil service has continued to strengthen governance, expand strategic collaborations across ministries, departments, educational institutions, and the private sector, and deepen partnerships regionally and internationally.

Digitalisation has emerged as a key enabler for a more responsive and efficient administration in line with Digital Brunei 2030, while developments in artificial intelligence (AI) offer opportunities to elevate productivity and support decision-making when implemented responsibly under good governance.

The minister emphasised that the success of this transformation hinges on civil service personnel themselves.

Efforts to develop leadership competencies, promote lifelong learning, and foster readiness to embrace AI and digital advancements are continuously upgraded to equip officers with the required expertise and mindset.

The Civil Service Leadership Pipeline (CSLP), introduced in 2016, continues to identify and prepare officers with high leadership potential.

To date, 1,181 officers have been inducted into the CSLP Leadership Pool, supported by targeted development programmes, executive placements, and strategic partnerships with Singapore and Malaysia.

Civil service participation in information and communications technology (ICT) and AI courses organised by the Institute of Public Service has risen by 96 per cent over the past three years under the Manpower Blueprint initiative.

Work Process Transformation also continues in collaboration with relevant agencies to streamline procedures and enhance administrative efficiency, placing a strong emphasis on pro-business enhancements to create a competitive investment climate.

The growing culture of public sector innovation was demonstrated by the Prime Minister’s Innovation Award (AIP), which received 33 project submissions from eight ministries this year, rising from 12 submissions across six ministries previously.

The year 2026 carries added significance as the new three-year theme commences while the Sultanate anticipates the Diamond Jubilee of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s 60th anniversary of accession to the throne in 2027. Over six decades, the civil service has undergone progressive modernisation to support national development and community well-being.

A major highlight of the 33rd Civil Service Day Celebration was the presentation of civil service awards by His Majesty to agencies, groups, and individuals demonstrating distinguished performance and innovation.

The presentation comprised three main awards and forms of recognition: the Public Sector Performance Grading Programme through Star Rating (3PSA), the Premier Innovation Award (AIP), and the Excellent Civil Service Employee Award (APCPA).

Under the 3PSA Star Rating scheme, five government agencies earned recognition, representing the highest number achieving three stars and above within a single financial year since the programme’s establishment in 2016.

The Department of Islamic Studies under the Ministry of Religious Affairs and the Brunei Darussalam Meteorological Department under the Ministry of Transport and Infocommunications (MTIC) attained a four-star “Very Good” rating.

Three-star “Good” ratings were awarded to the Temburong District Office under the Ministry of Home Affairs, the Brunei Darussalam National Accreditation Council under the Ministry of Education, and the E-Government National Centre under the MTIC.

For the AIP honours, which recorded a historic 33 entries, the Gold Award was claimed by Integr8 from the Information Technology Division of His Majesty Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam Office for their project titled ‘Bantuan Kecergasan Buatan (AI) Pemangkin Transformasi Digital’.

The Silver Award went to TIMS Titans for the project ‘TIMS: Tourism Information Management Systems’, while the Bronze Award was secured by AEU TEMD TEAM for APLIKASI HR Pulse (Human Resource Management System).

The ceremony also celebrated 48 exemplary personnel across 12 ministries who were presented with the APCPA Award, honouring civil servants in Divisions II to V who exhibited outstanding performance, professionalism, and dedication in executing their duties. – Lyna Mohamad
