Employers must submit 2026 workforce census by Nov 30

Employers in Brunei Darussalam are required to submit their 2026 Annual Census of Employers and Employees through the Online Business Reporting (OBR) portal from October 31 to November 30.

The Department of Manpower and Employment under the Ministry of Home Affairs said the census covers all local and foreign employees who remain employed as at October 30, as well as information on the employer, proprietor or manager.

The requirement applies to private-sector business entities, private institutions, cooperatives, associations and clubs, as well as statutory bodies operating in the country. Private household services and domestic workers are excluded.

Submissions must be made through the OBR portal at www.business.gov.bn/business-reporting.

Users must log in using a Brunei ID or e-Darussalam account registered to the employer, owner, manager or an employee authorised by them. Guidelines for completing the census are available on the portal.

The department advised employers, owners and managers to complete the census themselves or appoint an authorised employee, and not to engage third parties or external agents, to protect confidential information and reduce the risk of misuse.

Receipts issued for the 2025 census will expire and become invalid after October 30.

Under the Employment Information Act 1974, employers are required to complete the annual census. Those who wilfully fail to provide the required information within the stipulated period, submit false information or provide false answers may face a fine of BND2,500 and imprisonment for up to six months.

A further fine of BND50 per day may be imposed for continuing offences.
