Grassroots leaders urged to help identify job seekers

Coordinating Minister for Social Policies and Manpower and Minister of Home Affairs Dato Seri Setia Awang Haji Ahmaddin bin Haji Abdul Rahman yesterday called on grassroots leaders to play a role of identifying job seekers in their areas and connecting them with JobCentre Brunei and relevant agencies, whether it is to access employment opportunities or venture into entrepreneurship.

The initiative to address the growing concern of unemployment was mentioned by Dato Seri Setia Awang Haji Ahmaddin in his opening remarks yesterday at the Coffee Talk Muzakarah Session between the Ministry of Home Affairs and Legislative Council members for year 2026. According to the Labour Force Survey 2025, he said, “The country’s unemployment rate stood at 4.7 per cent in 2024 and rose to 5.0 per cent in 2025, representing approximately 11,600 job seekers. Meanwhile, the unemployment rate among youth aged 18 to 24 stood at 18.0 per cent.”

He shared, “The figures serve as a reminder that addressing unemployment and expanding employment opportunities for local job seekers remain key priorities that require serious attention, as well as sustained and coordinated efforts at all levels, involving the government, private sector and the public.”

During the Jelajah Kerjaya 2025, he recalled, “A total of 15,080 visitors attended, with 1,682 vacancies offered. However, only 535 locals were reported to have successfully secured employment in the private sector. This outcome remains far from satisfactory, as only 31.8 per cent of the vacancies offered were successfully filled.” The minister also emphasised on the quality of employment that must also be given due attention.

He said, “According to the 2025 Census of Employers, more than 5,600 local employees earned less than BND500 per month, including 345 individuals with a bachelor’s degree or higher qualifications. Fair remuneration that reflects employees’ skills, responsibilities and contributions is essential to attracting and retaining local talent.

“The government must also ensure adequate worker protection and effective enforcement, including compliance with minimum wage requirements in designated sectors.”

In an increasingly competitive job market, he also said, “Academic qualifications remain important, alongside skills, experience and attitude.

“However, for job seekers, how can they gain experience if securing their very first employment opportunity is already a challenge?

“This is where employers need to provide local job seekers with opportunities to gain work experience, knowledge and skills, enabling them to embark on their career journeys.

“This challenge is not unique to Brunei Darussalam, but is also a concern in neighbouring countries such as Singapore, which has emphasised the importance of providing fresh graduates with opportunities to gain work experience.”

He added, “More targeted and forward-looking manpower planning is essential to ensure that training programmes enhance job seekers’ employment prospects, including enabling locals to fill positions currently held by foreign workers.”

At present, he revealed, “More than 80,000 foreign workers are employed in the private sector. This figure indicates that there is room to explore potential job opportunities that could be filled by locals progressively through structured workforce succession planning, appropriate training and close collaboration with employers.” In addressing the challenges of employment and unemployment, he iterated. “The government will continue its efforts to improve policies, processes and the implementation of initiatives related to human capital development.” – James Kon
