His Majesty calls for people-focused civil service

Civil service transformation must make people’s lives easier, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, stressed, urging civil servants to address shortcomings through action rather than complaints.

Speaking at the Celebration of the 33rd Civil Service Day at the International Convention Centre in Berakas on Thursday, His Majesty said efforts to transform the civil service must remain focused on the people it serves.

Whether through digitalisation, improvements to service delivery or human capital development, His Majesty urged civil servants to return to a fundamental question.

“Have our services truly made people’s lives easier and demonstrated loyalty to the Monarch and the nation?”

“If they have, continue with confidence. If gaps remain, address them through action rather than complaints.”

His Majesty said the civil service must adapt as times change and the challenges faced by the public evolve. Such change does not signify weakness in the existing system, but demonstrates the country’s maturity.

As a driver of transformation, the civil service must change its form and character while maintaining its core objective of providing quality, reliable and meaningful services to the community.

This responsibility is reflected in this year’s theme, “Upholding the Leadership and Sovereignty of the Monarch: Driving a Transformative Civil Service”.

His Majesty said the theme acknowledged the close relationship between the monarchy’s leadership and the civil service. It also expressed the foundations of national stability and progress, grounded in the Malay Islamic Monarchy philosophy as a way of life, thinking and administration.

Civil servants must translate every directive, aspiration and vision of the leader into coordinated policies, programmes and actions, His Majesty said.

“Support for the leadership must not be merely rhetorical or symbolic. It must be demonstrated through diligence and precise implementation at every level of the service.”

His Majesty added, “Do not merely listen; act upon what you hear. And do not merely agree; see it through to completion.”

On the responsibility entrusted to civil servants, His Majesty said the peace and stability enjoyed by the country rested on the understanding that their positions were duties entrusted by the Monarch and the nation.

His Majesty described the civil service as a bastion of sovereignty, noting that a country’s sovereignty was measured through the strength and effectiveness of its administration as well as its physical defences.

Civil servants who carried out their duties honestly and fairly helped defend the country against corruption, abuse of power and institutional collapse.

His Majesty cited Brunei Darussalam’s best performance to date in the Transparency International’s 2025 Corruption Perceptions Index, which placed the country 31st out of 182 countries worldwide and second highest in ASEAN after Singapore.

His Majesty advised civil servants to obey directives, exercise wisdom in implementation, readily embrace change and remain steadfast in upholding their values.

These qualities would help protect national sovereignty, sustain wholehearted support for the Monarch’s leadership and ensure the civil service remained relevant through every era.

His Majesty also congratulated this year’s award recipients, expressing hope that the recognition would inspire civil servants to improve the quality of their service with sincerity, dedication and trustworthiness.

Appreciation was extended to all serving and retired civil servants, as well as everyone who contributed to the success of this year’s celebration. – Lyna Mohamad
