Several labour-related offences under the Employment Order (Chapter 278) involving foreign workers employed by a recycling company in Kampong Junjongan were uncovered recently during a joint operation ‘Ops Besi’, by the Cable Theft Task Force, led by the Criminal Investigation Department (CID), Royal Brunei Police Force (RBPF), in collaboration with several enforcement agencies as part of the authorities’ efforts to curb the rising number of cable theft cases.
Authorities also detected violations under the Town and Country Planning Act (Chapter 248) for carrying out industrial activities and erecting structures without obtaining planning permission from the authorities.
The company was found to have committed several environmental and land-use offences, including poor site cleanliness and the unauthorised use of land for storing scrap metal.
The joint operation is part of a broader initiative to address the issue of cable theft in the country while ensuring that recycling companies comply with the conditions and regulations imposed by the authorities and conduct their operations in an orderly, lawful, and environmentally responsible manner.
The operation involved officers and personnel from the CID and the Brunei-Muara Police District, as well as enforcement officers from the Department of Environment, Parks and Recreation (JASTRe), the Town and Country Planning Department, the Department of Immigration and National Registration, and the Department of Labour.
Recycling companies were reminded not to indiscriminately accept scrap metal, particularly copper, and accept it without taking steps to ensure that the source of the copper is not stolen. Recycling companies are also advised to request written notification from JASTRe before commencing operations to avoid committing regulatory offences.
The RBPF also urged recycling companies to report, via the police hotline 993, any individuals attempting to sell suspiciously large quantities of scrap metal believed to be stolen. Public cooperation remains essential in supporting efforts to combat cable theft and related crimes. – James Kon
