The Maritime and Port Authority of Brunei Darussalam (MPABD), in collaboration with the International Maritime Organisation (IMO), is hosting the Regional Workshop on Flag State Implementation and Authorization of Recognized Organizations, held at The Centrepoint Hotel, Gadong.
The workshop is being held under the IMO Integrated Technical Cooperation Programme (ITCP), through cooperation between Brunei Darussalam and the IMO to support maritime capacity-building and the implementation of IMO instruments.
The workshop brings together participants from across the region, with representatives from Brunei Darussalam, Bangladesh, Malaysia, Mongolia, Pakistan, the Philippines, Thailand and Vietnam, providing a platform for regional participants to exchange knowledge and strengthen their understanding of Flag State responsibilities and the role of Recognized Organizations.
The five-day workshop was officially opened by Ir Haji Mohammad Nazri bin Haji Mohammad Yusof, Permanent Secretary at the Ministry of Transport and Infocommunications (MTIC).
In his opening remarks, the Permanent Secretary welcomed participants to Brunei Darussalam and highlighted the importance of effective Flag State implementation and oversight of Recognized Organizations, while emphasising the need for maritime administrations to continue building their capacity to meet evolving international requirements.
Remarks were also delivered by Ahmed Sewelam on behalf of the IMO, who spoke on the objectives of the workshop and the role of IMO technical cooperation in supporting Member States in the effective implementation of IMO instruments.
He was joined by Ong Hua Siong and Jeroen Peter Hans Witter, who will facilitate the delivery of the workshop programme.
Over the course of the workshop, participants will discuss the practical aspects of Flag State implementation and the oversight of Recognized Organizations, while sharing experiences, identifying common challenges and exchanging practical approaches that may be applied within their respective national contexts.
The workshop will also cover areas including national maritime legislation, Flag State enforcement, survey and certification, the International Convention for the Safety of Life at Sea (SOLAS), the International Convention for the Prevention of Pollution from Ships (MARPOL), the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), and the IMO Member State Audit Scheme (IMSAS).
The hosting of the workshop also supports Brunei Darussalam’s ongoing efforts to enhance maritime governance, regulatory capability and international cooperation, in line with MTIC 2030 Strategic Plan 2026-2030, MPABD’s Navigating 2030 and the broader aspirations of Wawasan Brunei 2035.
The workshop will conclude on Friday, September 25, 2026.
