Minister at the Prime Minister’s Office (Civil Service Governance) Yang Berhormat Dato Seri Setia Awang Haji Nazmi bin Awang Haji Mohamad during the Second Meeting of the 22nd Session of the Legislative Council (LegCo) welcomed LegCo member Yang Berhormat Haji Daud bin Jihan’s suggestion on setting up an online system allowing civil servants to check the status of their applications and their position in the waiting queue for government housing.
The minister said that as of July 9, 2026, a total of 1,092 civil servants remain on the waiting list for government housing under the administration of the Public Service Department (JPA), comprising Division I: four persons, Division II: 157 persons, Division III: 247 persons; and Division IV: 684 persons. On average, he shared, “the waiting period ranges between one and four years, depending on several factors”.
He outlined the factors contributing to the long waiting list. Firstly, the supply of government housing remains limited compared to the number of applications received.
Secondly, there is high demand for certain categories of housing, such as detached houses, semi-detached houses, terrace houses and apartments with modern facilities. At the same time, some applicants choose to remain on the waiting list until they are allocated housing in their preferred category.
Thirdly, some existing government-owned housing flats still require repair works before they can be occupied and allocated to applicants. To ensure that the allocation process for government housing is carried out in a fair, transparent and orderly manner, he said, “the JPA adheres to established policies, regulations, and governance mechanisms, including firstly, compliance with Public Service Department Circular No 14/2014 on the Regulations for Occupying Government Housing under the Control of the Respective Ministries/Departments, which is applicable to all ministries, government departments, and public higher education institutions.”
Secondly, he shared, “the use of the JPA Housing Guidelines as an implementation guide to ensure that the management and allocation of government housing are carried out consistently, transparently, and fairly. Thirdly, the establishment of the Ad-hoc Housing Rental Coordination Committee, comprising representatives from several government agencies, as a check and balance mechanism in the management of government housing.
And fourthly, the Committee for Consideration of Applications to Occupy Government Housing, which is responsible for reviewing and considering applications, appeals, technical issues, and matters related to the implementation and enforcement of government housing policies and regulations.” – JAMES KON
