Regional meeting addresses emerging cyber threats

The 11th Singapore International Cyber Week (SICW) was held from October 12 to 15, 2026 in Singapore, providing a platform to address emerging cyber threats, exchange policy perspectives and strengthen international cooperation in safeguarding digital systems and public trust.

Themed ‘Cyber at a Crossroads: Shaping the New Cyber Order’, SICW 2026 examined emerging cybersecurity challenges, including the implications of artificial intelligence (AI), the protection of critical information infrastructure (CII), cross-border cybercrime and preparedness for emerging technologies. The event provided opportunities to exchange policy perspectives and experiences in strengthening cybersecurity governance, resilience and public trust in digital services.

Two ministerial meetings were convened in conjunction with SICW 2026. The Inaugural SICW Ministerial Roundtable on October 13, 2026 was chaired by Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs of Singapore K Shanmugam. It examined AI-enabled cyber threats, including the misuse of AI in online scams, deepfakes and other fraudulent activities. Discussions underscored the implications for CII, digital services and public trust, as well as the critical need for responsible AI governance, data protection and closer government-industry cooperation.

Meanwhile, the 11th ASEAN Ministerial Conference on Cybersecurity (AMCC) on October 14, 2026, chaired by Minister for Digital Development and Information and Minister-in-Charge of Cybersecurity and Smart Nation Group of Singapore Josephine Teo, welcomed the ASEAN Cybersecurity Cooperation Strategy (ACCS) 2026-2030.

Discussions focused on strengthening regional cyber resilience, including through the further operationalisation of the ASEAN Regional Computer Emergency Response Team (CERT) and its Information Sharing Mechanism (ISM) to support timely threat information sharing and coordinated incident response. The meeting also addressed ransomware, cross-border cyber scams, cybersecurity standards for Internet of Things (IoT) devices, emerging risks associated with AI and quantum technologies, capacity building initiatives and technical cooperation with ASEAN Dialogue Partners.

For Brunei Darussalam, the discussions reinforced the importance of strengthening CII protection, early threat detection and incident response capabilities, alongside secure and responsible AI adoption. These priorities are aligned with the Data and Artificial Intelligence Strategy under Digital Brunei 2030 and ongoing efforts to strengthen cybersecurity governance and the reliability of government digital services.

At the regional level, cooperation with ASEAN member states and Dialogue Partners provides opportunities for Brunei Darussalam to strengthen its national cybersecurity capabilities through timely cyber threat information sharing, coordinated responses to cross-border incidents and capacity building, including through the ASEAN Regional CERT.

Such cooperation also enables Brunei Darussalam to benefit from regional expertise and experience in advancing the alignment of IoT cybersecurity standards and enhancing preparedness for emerging risks associated with frontier AI and quantum technologies. Cyber diplomacy also plays an important role in fostering mutual trust, facilitating knowledge exchange and strengthening regional and international partnerships towards a more secure and resilient digital environment.

On the sidelines of SICW, Brunei Darussalam and Singapore held a ministerial-level bilateral meeting to explore closer cooperation in cybersecurity, particularly in cyber threat information sharing, coordinated incident response, protection of CII, and AI security and governance. The meeting also provided an opportunity to exchange national policy perspectives and identify practical areas of cooperation, including capacity building and knowledge exchange, to strengthen Brunei Darussalam’s cybersecurity resilience and support the secure and reliable delivery of government digital services.

Brunei Darussalam’s delegation to SICW 2026 was led Minister of Transport and Infocommunications Dato Seri Setia Awang Mohammed Riza bin Dato Paduka Haji Mohammed Yunos, who was accompanied by senior officials from the Ministry of Transport and Infocommunications and Cyber Security Brunei.
