All educational institutions under the Ministry of Education (MoE) and Ministry of Religious Affairs (MoRA) will resume face-to-face learning from Tuesday, September 8, 2026 subject to standard operating procedures (SOPs) and conditions based on the prevailing air quality.
The ministries said the decision followed monitoring and reassessment of current air quality levels amid the haze situation affecting the country.
The arrangements apply to government and private primary and secondary schools, colleges and sixth form centres under the MoE, as well as religious schools, Arabic schools and the Institut Tahfiz under the MoRA.
Under the guidelines, educational institutions will operate as usual when the Pollutant Standards Index (PSI) reading is between 51 and 100, although outdoor physical activities should be reduced.
When the PSI reaches 101 to 150, institutions will continue face-to-face learning subject to the SOP. Outdoor activities for children below five years old must be limited, while outdoor activities for at-risk students should be avoided. Activities should instead be conducted indoors or in enclosed spaces.
For PSI readings of 151 to 200, primary schools will implement Home-Based Learning (HBL), either online or through Home Learning Packs (HLP).
Secondary schools, colleges and sixth form centres may continue face-to-face learning provided they have adequate infrastructure and facilities, including air-conditioned classrooms or spaces or air coolers. The provision of air filters is strongly encouraged.
Schools operating under this category must also submit their Business Continuity Plan (BCP) to the relevant department under the MoE or MoRA.
When the PSI exceeds 200, classified as very unhealthy, all educational institutions will implement HBL either online or through HLP.
Higher education institutions must also activate their respective BCPs to ensure continuity of teaching and learning.
The ministries said haze conditions would continue to be monitored, with periodic assessments carried out to determine operational arrangements based on PSI readings in the respective districts.
Any further developments will be communicated through official channels.
All educational institutions, including higher education institutions, have also been advised to continue taking appropriate precautionary measures in accordance with the SOP for Managing Haze Incidents, taking into account current air quality conditions and prioritising the safety and well-being of the education community.
