Senior chief immigration officer jailed 14 months for corruption

Senior Chief Immigration Officer with the Entry Permit Section at the Immigration and National Registration Department, Mohammad Shukran bin Haji Jaidin was convicted after a trial on June 8, 2026 by the Bandar Seri Begawan Magistrates’ Court of two counts for corruptly attempting on March 17, 2020 and on April 22, 2020 to obtain for himself and for Senior Immigration Officer Duraman bin Haji Japar, a BND1,500 gratification from a permanent resident for approving an application for an Entry Permit of the permanent resident’s wife.

According to a press statement by the Attorney General’s Chambers, the charges were brought under section 6(a) of the Prevention of Corruption Act, Chapter 131 of the Laws of Brunei which prescribed a BND30,000 fine and seven years imprisonment.

On August 15, 2026, Mohammad Shukran was sentenced to 14 months imprisonment for each of the two charges. The sentence was ordered to run concurrently with immediate effect.

Magistrate Harnita Zelda Skinner imposed a custodial sentence on Mohammad Shukran in view of the serious nature of the offences and that he had abused the trust and exploited his official position as a Senior Chief Immigration Officer to solicit money in return for performing his public duties.

Mohammad Shukran had repeatedly exerted pressure on the permanent resident to negotiate and pay BND1,500 to approve and extend the Entry Permit. Corruption by a public officer strikes at the heart of public service especially when the defendant is a senior officer with substantial authority.

The prosecution of this case was conducted by Prosecuting Officer from the Attorney General’s Chambers Shamshuddin bin Kamaluddin.

The defendant was represented by his Defence Counsel Zamri bin Haji Taha.
