Legislative Council (LegCo) member Yang Berhormat Awang Haji Mohammad Danial @ Tekpin bin Ya’akub on Wednesday called for stronger coordination, effective implementation and measurable outcomes to accelerate Brunei’s progress towards Wawasan Brunei 2035.
Speaking in support of the motion on Coordination Towards Achieving Wawasan Brunei 2035, he said the national vision is more than a long-term development plan, describing it as a shared responsibility that requires coordinated action across government, the private sector and the wider community.
He said His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam, has consistently provided clear direction to strengthen national development, enhance human capital, improve public services, diversify the economy and safeguard the well-being of the people.
Yang Berhormat Awang Haji Mohammad Danial said the three pillars of Wawasan 2035 — an educated and highly skilled population, a high quality of life and a dynamic, resilient economy — are closely interconnected and must be pursued through coordinated policies and implementation.
He stressed that coordination should extend beyond aligning programmes to include shared priorities, responsibilities, resources, implementation strategies and measurable outcomes involving ministries, government agencies, industry, educational institutions and local communities.
Highlighting education and human capital development as central to the national vision, he called for closer collaboration between educational institutions, training centres, relevant ministries and industry to ensure graduates possess skills that match labour market demands.
He said the success of education and training initiatives should be measured by employability, productivity and contributions to national development rather than the number of participants or certificates issued.
The Legislative Council member also urged faster adoption of digital technologies, including artificial intelligence (AI), the Internet of Things (IoT), data analytics and digital systems, to improve government efficiency and public service delivery.
However, he stressed that technology should be implemented to solve real problems and improve productivity, not simply to follow global trends.
He also called for stronger inter-agency data sharing while maintaining cybersecurity, personal data protection, ethical use of technology and digital literacy in line with the Malay Islamic Monarchy (MIB) philosophy.
Advocating a stronger Whole-of-Government approach, he said major Wawasan 2035 targets should have clearly designated lead and supporting agencies, implementation timelines, key performance indicators and continuous monitoring mechanisms.
Among his proposals was the creation of a Wawasan Brunei 2035 Progress Dashboard to track achievements in areas such as education, employment, productivity, economic diversification, digital transformation, public service delivery and environmental sustainability.
On economic development, he said success should be measured not only by growth figures but also by job creation, productivity gains, stronger local enterprises and greater economic diversification.
He also called for enhanced support for micro, small and medium enterprises (MSMEs) through coordinated capacity-building, financing and market access initiatives.
Yang Berhormat Awang Haji Mohammad Danial further emphasised the role of mukim and village consultative councils as strategic partners in identifying local needs, promoting government initiatives and driving community participation and local economic development.
He said communities should be viewed as active partners in nation-building under a Whole-of-Nation approach involving the government, private sector, non-governmental organisations, educational institutions and the public.
Concluding his speech, he urged ministries and agencies to adopt a stronger outcome-based approach, saying national progress should be measured by improvements in quality of life, employment opportunities, skills development and tangible benefits for the people. He reaffirmed his support for the motion and called for sustained commitment to achieving the aspirations of Wawasan Brunei 2035.
