Coordinating Minister for National Security and Minister at the Prime Minister’s Office and Minister of Defence II Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Awang Haji Halbi bin Haji Mohd Yussof called for stronger coordination across ministries to accelerate the achievement of Wawasan Brunei 2035.
Speaking during the first day of the Second Meeting of the 22nd Legislative Council (LegCo) session on Monday, he said with less than a decade remaining, ministries could no longer operate in silos but must work as one government under a more integrated coordination framework.
He said coordinating ministers have been tasked with leading cross-cutting issues, monitoring key performance indicators (KPIs), closing implementation gaps and ensuring national policies and programmes are delivered effectively, while major policy decisions will continue to require His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam’s consent.
Yang Berhormat Pehin Dato Paduka Seri Awang Haji Halbi said the National Security Cluster has identified seven priority areas: crime and public order, border security, cybersecurity, economic security, food security, energy security and sustainability, and social security.
Among issues discussed with fellow coordinating ministers were balancing foreign investment with national security, tackling cybercrime and scams, addressing the impact of artificial intelligence on employment, improving local workforce readiness and strengthening grassroots economic development.
He said new governance mechanisms, including National Security Cluster Coordination Meetings and a review of existing committees, are being introduced to improve coordination and eliminate overlapping responsibilities.
The minister stressed that achieving Wawasan Brunei 2035 requires a whole-of-government and whole-of-nation approach, involving the private sector, community leaders, youth and the wider public.
He also welcomed constructive feedback from Legislative Council members, saying it would strengthen government accountability and help accelerate the nation’s development goals.
