Brunei Darussalam is taking an industry-first approach to Technical and Vocational Education and Training (TVET), aligning programmes with labour market demand to equip more young people with skills sought by employers and help address youth unemployment.
TVET programmes are being developed and updated based on labour market data, workforce demand projections and industry feedback, Minister of Education Yang Berhormat Datin Seri Setia Dr Hajah Romaizah binti Haji Md Salleh said during the Second Meeting of the 22nd Legislative Council (LegCo) Session.
She was responding to a question from LegCo member Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann on strategies to strengthen TVET and encourage more youth to pursue skills pathways with high employment demand.
The minister said the Manpower Industry Steering Committee (MISC) currently focuses on six sectors: energy, construction, transportation and logistics, hospitality and tourism, information and communications technology (ICT), and food.
Through MISC, critical occupations and the types and number of workers required by industry have been identified, helping education and training institutions align curricula, competencies and programme offerings with actual labour market needs.
The Institute of Brunei Technical Education (IBTE) has also restructured its curriculum to integrate digital skills, green technology and artificial intelligence (AI), ensuring graduates are equipped for current and future employment requirements. Industry-based learning is another key component, with apprenticeships, industry placements and work-based learning giving students practical experience and opportunities to connect with prospective employers.
As of September 2025, IBTE had 69 industry partners, comprising 63 local and six international partners, with 694 students participating in apprenticeship programmes.
Efforts are also being made to improve young people’s awareness of TVET career prospects through the Higher Education Expo, ‘Study at IBTE’ programme, open days and industry engagement sessions. IBTE is also developing a Career Hub and online career consultation services to provide information on programmes, skills, career pathways and employment opportunities.
Teaching quality, workshops, laboratories and digital infrastructure will also be progressively enhanced to support high-demand programmes and increase student intake capacity.
Yang Berhormat Datin Seri Setia Dr Hajah Romaizah said the approach aims to increase youth interest in TVET while ensuring graduates possess the competencies and experience employers need, ultimately improving employability and contributing to lower youth unemployment.
