Two blocks remain closed following building incident

Blocks A and B of the Amber Hills building in Kampong Pangkalan Gadong have been ordered closed following last week’s incident, pending technical investigations into their condition and structural integrity.

The Authority on Building Control and Construction Industry (ABCi), under the Ministry of Development, said the Closure Order took effect on October 8 under Sections 35 and 36 of the Building Control Act (Cap. 256) and remains in force.

A joint site visit was conducted on the same day by representatives from the Fire and Rescue Department, Royal Brunei Police Force, Public Works Department, ABCi and other relevant stakeholders.

ABCi said the order was issued to protect public safety while appointed qualified persons assess the affected areas and determine the measures required to make them safe for occupation.

The building owner has been instructed to engage a professional consulting team comprising registered architects and professional engineers in the relevant civil, structural, mechanical and electrical disciplines. The professionals must be registered with the Board of Architects, Professional Engineers and Quantity Surveyors and hold valid practising certificates.

The team must prepare and submit plans for any necessary repairs and rectification works and obtain the required approvals. The owner must also appoint an ABCi-licensed builder to carry out the works.

Any required Occupation Permit must be obtained before the building can be occupied again.

Under Section 36(3) of the Act, no one is permitted to enter or remain in the affected blocks while the order is in force without written permission from ABCi, except authorised officers carrying out their duties.

ABCi stressed that completing assessments or repairs, or obtaining certification from qualified persons, does not automatically permit occupation to resume.

The Closure Order will remain in force until ABCi formally serves a notice of expiry in accordance with the Act.

Members of the public seeking updates on the order may contact ABCi via WhatsApp at 814 0365 during office hours or email abci.customerservice@mod.gov.bn.

ABCi said public safety remained its priority and urged the public and affected parties to comply with the order.
