The Department of Community Development, JAPEM would like to inform the public, especially suppliers and business owners, on fraudulent activities involving forgery of official Purchase Order documents, POs and impersonation as department officials. JAPEM has identified a case of an irresponsible individual misusing the name of the Department of Community Development and the Ministry of Culture, Youth and Sports, to place orders via the WhatsApp application. The fraudulent activity includes forging the signatures of JAPEM and the Ministry's officers for the purpose of illegally procuring goods from local companies. Following the incident, JAPEM has made an official report to the authorities for further action and investigation.
JAPEM would like to emphasize that the department has no connection with the individuals concerned and has never issued the procurement documents. The public are reminded that all government procurement transactions are carried out through strict official financial procedures. Any official transaction is never carried out through negotiations on social media or short messaging applications without official and valid documents issued directly by the Department or Ministry. It is also emphasised that the act of making false documents with the intention of committing fraud or causing any person to surrender property is an offence of forgery. Any individual who falsely impersonates a government employee and commits or attempts to commit any act on the grounds of such position is also committing an offence. The public and business owners are advised to always be vigilant. Any procurement order or questionable document should be confirmed directly with the Department before any action is taken. For any party who has been a victim of a fraudulent scheme or those who have relevant information, immediately report it to the Royal Brunei Police Force.
