Coordinating Minister for Social Policies and Manpower and Minister of Home Affairs Dato Seri Setia Awang Haji Ahmaddin bin Haji Abdul Rahman emphasised the importance of competency and skills certification supported by a comprehensive workforce development ecosystem, including quality education and training, industry engagement and lifelong learning.
He added that moving forward, Brunei Darussalam will continue to support regional cooperation on labour-related issues, including skills development, while promoting sustainable employment.
The minister emphasised this during the exchange of views while leading a Brunei Darussalam delegation to the 29th ASEAN Labour Ministers Meeting and Related Meetings and the 14th ASEAN Plus Three Labour Ministers’ Meeting (ALMM+3) in Bangkok, Thailand.
The meetings discussed the direction of regional cooperation in strengthening workforce development and addressing changes as well as challenges in the world of work.
This year’s meetings were held under the theme ‘Advancing ASEAN Human Capital: Skills Certification towards Global Recognition’, highlighting the importance of human capital development, skills recognition, and preparing a competitive ASEAN workforce equipped to meet the demands of future economies.
Both meetings underscored the importance of strengthening human capital development and preparing the regional workforce to address technological changes, the transition towards green and digital economies, demographic shifts and developments in labour markets.
The key priorities highlighted included skills development and certification that are responsive to industry needs, strengthening quality assurance and recognition of qualifications, closer engagement with employers and workers, and enhanced regional cooperation to improve skills comparability and workforce mobility. The meetings also reaffirmed the importance of lifelong learning, quality and inclusive employment, workforce resilience, and ensuring that the regional workforce is equipped with the skills needed to navigate the future of work.
The meetings were attended by in person labour ministers/heads of delegation from Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam, while Cambodia participated virtually.
The meetings were also attended by the Deputy Secretary-General of ASEAN for the ASEAN Socio-Cultural Community. Meanwhile, the 14th ALMM+3 was attended by labour ministers/heads of delegation from China, Japan and the Republic of Korea.
Dato Seri Setia Awang Haji Ahmaddin also held bilateral meetings with Minister of Labour of Thailand Julapun Amornvivat; Acting Minister for Manpower of Singapore Jasmin Lau; and Director-General of the International Labour Organization (ILO) Gilbert F Houngbo to exchange views on labour, manpower and workforce development issues, including opportunities for capacity building in priority areas.
During the meeting with the Thai minister of labour, both sides discussed efforts to strengthen bilateral cooperation, including developments concerning the memorandum of understanding on cooperation in employment matters between the two countries, as well as exchanged views on current issues such as employment opportunities in the gig economy.
Meanwhile, the meeting with the acting minister for manpower of Singapore covered issues including the Progressive Wage Model, graduate employability, workforce and skills development, and the management of foreign workers, including the importance of ensuring that education and training remain aligned with current needs.
The meeting with the ILO director-general focused on strengthening cooperation between Brunei Darussalam and the ILO through capacity building, training, technical assistance and expertise, as well as exchanging views on measuring unemployment rates, the living wage approach and current labour issues.
Ahead of the ministerial meetings, Permanent Secretary (Social and Manpower Policies) at the Ministry of Home Affairs Siti Norashikin binti Mohammad Salleh attended the 22nd ASEAN Senior Labour Officials Meeting and the 24th ASEAN Plus Three Senior Labour Officials Meeting, from August 24 to 25, 2026. The meetings also discussed progress in implementing the ASEAN Labour Ministers’ Work Programme 2026–2030 and the work programmes of its subsidiary bodies, as well as various ASEAN initiatives and outcome documents in the field of labour.
Brunei Darussalam’s participation in the meetings reflects the country’s continued commitment to strengthening regional cooperation in labour and human capital development. It also provided an opportunity for Brunei Darussalam to share its national experiences and best practices, contribute to shaping the direction of ASEAN and ASEAN Plus Three cooperation, and ensure that the country’s workforce development remains responsive to changes and the evolving needs of the future world of work.
