Maritime development is central to strengthening Brunei Darussalam’s economic competitiveness, resilience and long-term growth, Minister of Transport and Infocommunications Dato Seri Setia Awang Mohammed Riza bin Dato Paduka Haji Mohammed Yunos said at the opening of Brunei Darussalam Maritime Week (BDMW) 2026 on Thursday.
Speaking at Dermaga Diraja in the capital, the minister said Brunei’s maritime sector remains a key enabler of trade, food security, energy security and international connectivity, and will play an increasingly important role in achieving Wawasan Brunei 2035.
He noted that the global maritime industry is facing growing challenges, including geopolitical tensions, climate-related disruptions and rising operating costs. Citing the United Nations Conference on Trade and Development (UNCTAD), he said global seaborne trade grew by just 0.5 per cent in 2025, underscoring the need for resilient and efficient maritime connectivity.
The minister said this year’s BDMW theme, ‘Powering Maritime Excellence: Safe Seas, Thriving Economy, Future-Ready People’, reflects the close link between maritime safety, economic growth and workforce development.
“Safe seas create confidence. Confidence attracts investment. Investment creates opportunities for our people,” he said, stressing that safety, security and environmental protection are the foundation of sustainable maritime growth.
Among Brunei’s immediate priorities, he highlighted the country’s membership in the International Organization for Marine Aids to Navigation (IALA), with efforts focused on adopting international standards, modernising navigation systems and Vessel Traffic Services, strengthening technical capabilities and enhancing regional cooperation.
He also outlined preparations for the Ship-to-Ship and Lay-Up Designated Area (SLDA), noting that the Maritime and Port Authority of Brunei Darussalam (MPABD) has conducted operational readiness exercises integrated with the National Oil Spill Contingency Plan to test emergency response procedures and inter-agency coordination ahead of commercial operations.
On infrastructure, Dato Seri Setia Awang Mohammed Riza said the expansion of Muara Port remains on track for completion in the third quarter of 2027. Once completed, the project will more than double the port’s annual container handling capacity, boosting Brunei’s trade connectivity and supporting economic diversification.
The adjoining Port Trade Zone is also expected to create opportunities in logistics, manufacturing and value-added industries.
However, he stressed that infrastructure alone would not determine success.
“The true value comes from greater cargo volumes, more reliable shipping services, efficient regulation and competitive maritime businesses,” he said, adding that investments must translate into increased trade, higher productivity, stronger investment and quality employment opportunities for Bruneians.
The minister also underscored the importance of digital transformation, saying the next phase of the Maritime Single Window initiative is to integrate existing digital platforms into a single regulatory gateway, while the Port Community System will improve information sharing between government agencies, shipping lines, port operators and logistics providers.
Turning to workforce development, he said skilled people remain the maritime industry’s greatest asset despite rapid technological advances.
He welcomed MPABD’s Digital Transformation 2.0 initiative and its achievement of ISO 9001, ISO 14001 and ISO 45001 certifications, saying excellence depends on delivering efficient, reliable and customer-focused services.
The maritime sector, he added, will increasingly require professionals ranging from seafarers and marine engineers to hydrographers, Vessel Traffic Service operators, cybersecurity specialists, data analysts and maritime lawyers.
He also welcomed youth-focused initiatives under BDMW 2026, including the Meet and Explore programme and Youth Rapporteur initiative, aimed at encouraging more Bruneians to pursue maritime careers.
The minister called on educational institutions and industry partners to strengthen collaboration so that scholarships, cadetships and training programmes produce graduates with industry-relevant skills and practical experience.
He also highlighted MPABD’s five-year Navigating 2030 strategic plan, aligned with Wawasan Brunei 2035 and guided by the principles of Maqasid Syariah, focusing on maritime safety, economic growth, talent development, and digital and green transformation.
Looking ahead, Dato Seri Setia Awang Mohammed Riza said success should be measured through tangible outcomes, including safer waters, faster and more efficient maritime services, stronger port connectivity, increased trade volumes, greater employment in high-value maritime careers and enhanced environmental protection.
He urged stakeholders to focus on effective implementation, stronger integration across government and industry, and closer partnerships involving the public and private sectors, academia and international organisations.
Concluding his address, the minister said Brunei does not need to become the world’s largest maritime nation but should aspire to be among the world’s most trusted.
“We must be trusted for our governance, trusted for our safety standards, trusted for efficient, reliable and competitive services, and trusted as a responsible maritime partner. Safe seas build confidence, confidence strengthens the economy, and a future-ready workforce transforms opportunity into lasting national progress,” he said.
